Get PTZ patrols

https://access.lumana.ai/v3/cameras/{cameraId}/ptz/patrols

Returns the saved patrol configuration for the camera: named patrol sequences, whether patrols are enabled,
and the selected active patrol. Each sequence contains ordered steps, each with a camera presetToken and
dwellTimeSec.
